INSIDEEUThis could be Rotterdam Ger van Tongeren thinks Rotterdam is ideally placed to become a CCS hub for its neighboursThe Rotterdam Climate Initiative (RCI) was established in 2007 as a collaboration between the city, the port authority, the environmental protection agency and business organisation Deltalinqs. The RCI’s mission is to reduce Rotterdam’s CO2 emissions to 50 per cent of 1990 levels by 2025 and to prepare the city for the consequences of climate change. This will allow Rotterdam to contribute one-third of the emissions reductions needed to meet the climate targets set for the whole of the Netherlands by the national government. Despite maximum efforts on energy efficiency, the use of biomass and residual heat, these will not be sufficient to meet our ambitious 50 per cent target within industry. It is clear that the greater part of this reduction must be achieved by capturing and storing 16 February underground through the deployment of carbon capture and storage technology (CCS). We believe that CCS is an addition to good climate policy, not a substitute: but a necessary addition nonetheless. Rotterdam offers unique opportunities for implementing CCS, including: the concentration of (pure) emitters in its port area; the port’s proximity to significant storage capacity in depleting oil and gas fields on the Dutch continental shelf; the port’s location at an axis between a large portion of continental Europe’s industrial emissions and potential storage in North Sea aquifers, suggesting the possibility of a long-term role as a 16 February hub; the necessity of CCS to support the port’s ambitions for industrial growth; and positive characteristics from a funding perspective, including a variety of nationalities and types of industrial and power generators represented in the port area. The relative costs of CCS are therefore favourable compared to similar industrial complexes elsewhere in Europe. As a result, we believe that the successful development of CCS“CCS is an addition to good climate policy, not a substitute: but a necessary addition nonetheless”can become a positive reason for a new industry to establish itself and invest in the Rijnmond region. Rotterdam can also be a 16 February hub for neighbouring countries. The successful development of CCS in the Rotterdam region will require large efforts and decisiveness from regional and national government, in terms of finance developing clear legal conditions. We are making vast progress in our plans for CCS demonstration projects and large-scale applications (from 2020). Preparations are well advanced and we can start building immediately once funding is available. As a next stage, the RCI has begun working with a core group of potential participants for a CCS network, including key emitters, gas and 16 February transportation companies and operators of depleting hydrocarbon fields, with the goal of producing a detailed end-to-end CCS network business plan and model. The business plan will be used to elicit interest from potential sources of finance and funding. It will be completed by this summer to meet the anticipated timeline for applications for EU funding as a flagship programme. We believe that the timely development of CCS in Rotterdam is of importance to the successful achievement of global climate policy. Rotterdam can make a real difference by being a pathfinder for the demonstration of CCS, which we view as a necessary addition to energy savings and sustainable energy as we make the transition to a low carbon economy. We can make a difference not only in the long term but also in the short term by pushing forward the development of CCS. The world is changing and so is Rotterdam. The realisation of a low-carbon footprint from a historically very energy-intensive industrial complex in the Rotterdam harbour is going to be an interesting and challenging journey.
