EPAD AWA R D S 2 0 0 8 C e l e b r a t i n g E x c e l l e n c e i n P u b l i c A ff a i r ssponsored byTRADE ASSOCIATION/ PROFESSIONAL BODY of the year Gas Infrastructure Europe – Gas Transmission Europe (GIE) European Federation of Magazine Publishers (FAEP) European Telecommunications Networks Operators Association (ETNO)GIE’s strength derives from the three different gas infrastructures that are represented in its membership: transmission, storage and LNG terminals. The roles of these three infrastructures interact and contribute to the maintenance of security of supply and also provide key services critical to the delivery of the single European market. GIE’s knowledge and perspective has been shared with the Commission, MEPs and energy regulators to better formulate approaches that will enable continued security of supply and the single European market. GIE provides regualr feedback to the relevant institutions and has been especially active in relation to the 3rd energy package legislative process. GIE has been supporting MEPs on both the physical and contractual aspects of gas transmission, storage and LNG activities to develop a feasible and sustainable energy market framework to be delivered through the 3rd package. A particular achievement recently has been the launch of GTE+ as the predecessor of ENTSOG, the ‘3rd package’ formal organisation of Transmission System Operators (TSOs) for gas. This initiative delivers a first step towards the formal TSO body proposed within the Third Package. GTE+’s work programme is already demonstrating the critical and enabling role of TSOs to facilitate progress towards a single energy market in the EU.In the last two years, FAEP has developed various innovative formats for publishers to meet directly with the decision makers, such as the Media Lounge in the EU Parliament and Strasbourg lobbying trips with publishers themselves, rather than just Brusselsbased lobbyists. So far in 2008, FAEP set up face-to-face meetings for publishers from eight EU member states with seven EU commissioners, 10 members of cabinets, 20 high-ranking officials from the EU Commission and 43 MEPs. Thanks to FAEP’s input to the Audiovisual Media Services Directive, this legislation excludes the press from its scope and introduces self-regulation as a regime to implement the directive in member states. FAEP’s work on the digital library file helped to avoid a legislative intervention: a memorandum of understanding on search guidelines for orphan work was agreed instead of a legal proposal. For the ROME II regulation, FAEP succeeded – against strong opposition from the Commission in excluding the press from the scope of the law, thus providing legal certainty for publishers as regards cases of cross-border defamation and rights of personality. These lobby successes were partly achieved by bringing the publishers into direct contact with decision makers, through various formats (‘branding’ events, face-to-face meetings) an innovation FAEP will continue to implement.Coinciding with its 15th anniversary, ETNO has launched a campaign entitled ‘Think Again Things have changed’. Aimed at EU policymakers, it highlights the main changes that occurred in the sector over the past year and underlines how ETNO strives to bring innovative broadband-based services to consumers. The campaign included adverts in the main EU online and printed media, and web videos. ETNO has been one of the leading actors in the debate on the review of the EU regulatory framework currently at the top of the agenda of the European Parliament and the Council. Throughout the debate on the review, ETNO has highlighted the need for Europe to accelerate the deployment of the next generation networks that are essential to deal with rapid traffic increase and adapt accordingly the current regulatory approach. ETNO has developed a regulatory model for next generation networks, based on a targeted and proportionate approach to regulation, both encouraging investment and guaranteeing competition in the markets, in line with the key principles of the EU regulatory framework. Together with WWF, ETNO demonstrated that a wider usage of ICT services would help reduce up to 50 billion tonnes of CO2 emissions.
