Celic – a well-known figure on the public affairs circuit – has joined from HSBC to be Pru’s group public affairs and policy director. He has a team that will be six-strong when one vacant role is filled and has responsibilities spanning Pru’s four business units, co-ordinating PA across all markets in which Pru is active. Celic – who replaces stalwart Damian Leeson – has already instigated a review of Pru’s PA. He said: “We are having a look at our internal mechanisms, refining our strategy and reviewing our evaluation systems. There is a strong foundation here and our aim is evolution, not revolution.” Prudential has a long-standing relationship with Lexington CommuIt’s a deal... See HSBC story on p7Govt’s PASC reply: after Easter The Government’s response to the public administration select committee (PASC) report into lobbying has been delayed to after the Easter holiday. The industry has been on tenterhooks for the past few weeks awaiting the government’s response to the report, which was PASC report: the wait for published on 5 January and the response continues... recommended a mandatory register of lobbyists and a new regulatory body. Cabinet Office minister Tom Watson MP, who is leading on the response, was initially aiming to respond to PASC within the standard two-month period. But a response is now slated for after Easter. Continues on p4CONSULTANCY WITH A KILT Mapping out the 30 agencies pages 22-23 in Scottish PACollege Hill has acquired Precise Public Affairs in a deal that creates a 17-strong lobbying consultancy. City-based College Hill, whose PA work is handled by its College Public Policy arm, has shared offices with sixstrong Precise for the past 18 months and the deal comes after months of talks between the two agencies. The deal, for an undisclosed sum, follows College’s acquisition last year of nine-strong agency Communiqué, which specialises in communityand local authority relations (PAN, Jul 08). College’s Warwick Smith and James Nason, Precise’s Robbie MacDuff and Chris Lowe, and Communiqué’s Richard Sutcliffe-Smith jointly confirmed the deal to PAN. Smith said: “We have brought together five senior players in a way few other consultancies have done – if any.” MacDuff and Smith in particular are well-known names in the consultancy world: the former is the current chairman of the APPC, while Smith is a former chairman. Smith remains on the body’s management committee. MacDuff and Lowe bought out Precise from its former parent firm Unique Communications Group 15 months ago (PAN, Jan 08).
