I have learnt two main things through my long term experience as director of local administrations and citizens’ appeals spokesman to the EU institutions – to listen and to exchange ideas through dialogue. My candidacy to the parliament was based on such a consciousness, which will continue to inspire me to construct by listening, talking and counting on a progresVoting in Belgium • Only 10 per cent of Europeans from EU member states other than Belgium have registered to vote on June 7 • The percentage is lower in Brussels, with just seven per cent of those eligible having registered. This comes despite a local campaign to encourage citizens from other EU member states resident in Belgium to register to vote here. Parliament also mounted an €18m campaign to raise awareness of the election • With most European institutions based in Brussels and many large companies having international offices in and around the capital, greater Brussels has a particularly large population of foreign residents from other EU member states • However, just 12,000 of the 170,000 EU citizens in Brussels that could have registered to vote in Belgium in the 4-7 June poll actually did so. With 20 per cent and 12 per cent respectively, the municipalities of Watermaal-Bosvoorde and Audergem were the most successful in encouraging EU foreigners to register. The lowest percentage (four per cent) was recorded in the city of Brussels, home to the greatest number of residents from other EU member states • A parliamentary source said the figures signalled little interest in the elections among citizens of other EU countries living in Brussels. However, under Belgian law anyone registered to vote could face prosecution if they fail to do so and many observers believe that this has served to put many people off registering. The powers of the European parliament have grown with changes under the different treaties. It will become even stronger with a ratified and implemented Lisbon treaty. This is very important since the parliament is the sole EU legislative body directly elected by its citizens. It is, therefore, the only European legislative institution on which a real and credible European citizenship, still too far away to be an effective reality, can be founded. Consequently, the prospect for me of being an MEP means giving a voice to the demands of citizens and interpreting their wishes and expectations. In other words, being an MEP means allowing citizens and institutions to speak a common language, to grow up together and to be mutually enriched. My experience in the CoR has been very useful in preparing for the European elections. The two bodies are complementary to each other. Both are made up of elected politicians, which are close to the citizens, the local and regional politicians of the CoR maybe even more so. Should I be elected as an MEP, one of my objectives would be to even more closely link the work of the parliament with that of the Committee of the Regions.
