news Lobby register for France paris: France’s Parliament is introducing a register of lobbyists as the global trend towards regulation of the profession takes in another European country. The register – which will only be voluntary – is to launch at the start of the next parliamentary session in October. Bernard Accoyer, the president of the National Assembly (France’s equivalent of Westminster’s House of Commons), unveiled details of the scheme last month. Lobbyists wanting to register must fill in a form with details of their clients and send in a mugshot photo. They must also agree to abide by a code of conduct. If they contravene the code, they will be removed from the register. The ‘carrot’ to sign up is a daily pass granting access to the Palais Bourbon (the building that houses the National Assembly). The register – which will be publicly available on the internet – is for individuals, as opposed to organisations. So, for example, if an organisation has 10 staff who lobby, all 10 would need to complete registrations. There is no requirement to declare financial firepower. France’s Senate (the country’s equivalent of the Hencke plans for life after the Guardian David Hencke – the veteran Westminster journalist perhaps best known across the public affairs industry for exposing the ‘cash-for-questions scandal 15 years ago – has revealed his plans for life after the Guardian, from which he recently took voluntary Hencke: Westminster veteran redundancy. Hencke has signed up to work two days each week for a Soho-based independent production company, Raw Cut TV, heading a new current affairs unit. He told PAN that he will also be writing for leftwing magazine Tribune, as well as freelancing for other media. Since leaving the Guardian his byline has already appeared in the Mail on Sunday. Hencke – who remains chairman of the parliamentary press gallery – took voluntary redundancy from the Guardian after almost 33 years with the paper, as part of the group’s editorial job cuts. His name became well known among the-then tight-knit lobbying community in the mid-1990s when he spearheaded the Guardian’s ‘cash-forquestions’ coverage, which led to the resignation of Tory MP Neil Hamilton. In February this year Hencke chaired a packed roundtable debate in Portcullis House at which the future of self-regulation of lobbying was discussed. Asked for his perspective on the extent to which he believes the PA sector has professionalised during his years with the Guardian, Heckle reflected: “Twenty to 30 years ago some lobbyists had an appalling reputation, allowing clients to pay MPs and offer them other freebies. There has been a lot of reform since but I do think there’s some way to go on transparency.
