Political groups Parliaments Greens are ready to battle Barroso In contrast to parliaments other main groups, the Greens/European Free Alliance (EFA) have added to their MEP count following Junes elections. Their numbers have risen from 42 in the outgoing parliament to 55 for the coming five year term, with newly elected Pirate Party MEP Christian Engström joining the groups ranks. This increase comes despite the overall number of MEPs falling from 785 to 736. The group has bagged the chairmanship of parliaments development committee which is responsible for promoting, implementing and monitoring the EUs development and cooperation policy in the shape of French MEP Eva Joly. Finn Heidi Hautala chairs the foreign affairs sub-committee on human rights. French deputy Daniel Cohn-Bendit, who continues as co-president of the group alongside Rebecca Harms, believes the impressive election results show that European citizens support the groups vision for the future and welcome their constructive, positive stance. Pressing the Greens/EFA agenda ahead of Decembers Copenhagen summit is the need to agree a comprehensive climate change deal. Dismissing the EUs claims of climate policy success as hot air, the group is insisting that the EU raises the bar in international climate negotiations if the COP15 meeting is to reach a successful outcome. Of immediate concern to the group is the nomination of current commission president José Manuel Barroso for a second term in office. Launching a Stop Barroso campaign and donning T-shirts bearing the logo on the opening day of parliaments plenary in Strasbourg, the group oppose Barrosos reappointment on, among others, economic, environmental and democratic grounds. According to Cohn-Bendit, Barrosos reappointment is out of the question. Barroso has always put industry interests before environ- mental concerns. He was instrumental in watering down climate protection proposals and he failed to use the financial and economic crisis as an opportunity to prioritise green investments and green-collar jobs, he said. Pole positions: Jerzy Buzek offers Michał Kamiński a few words of advice Rocky start for ECR group The election of UK Tory rebel Edward McMillan-Scott as one of par- liaments vice-presidents threw the future of the European Conservative and Reformist (ECR) group into serious doubt on its first day of exis- tence. McMillan-Scott broke conservative party ranks to stand as an independent, running against an agreement within the new eurosceptic alliance designating controversial Polish deputy Michał Kamiński as the groups vice-presidential candidate. In a nail biting third round final vote, Kamiński, a senior figure in the Polish Law and Justice Party (PiS) and a former adviser to the countrys president Lech Kaczynski, was edged out of a vice-president position by just a dozen votes. Members from the UK Tory, Polish PiS and Czech ODS parties make up the bulk of the new group, with individuals from Latvia, Lithuania, Hungary, Belgium and the Netherlands ensuring the groups country tally is above the minimum of seven. But Kamińskis defeat threw the new group into disarray. In the end, the leader of the UK con- servatives, Timothy Kirkhope, gave up on his ambition to lead the new grouping and surrendered control to Kamiński, while McMillan-Scott was promptly expelled from the Conservative delegation. The result is acutely embarrassing for UK Conservative leader David Cameron. His decision to pull the Tories out of parliaments EPP group and into a more anti-federalist alliance did not envisage that the public face of the group would be someone dogged by allegations of anti-Semitic and homophobic tendencies. Kamińskis youthful links to Polish far-right groups he was a member of the fascist-leaning National Rebirth of Poland (NOP) are likely to dog the new group when parliament reconvenes in the autumn, despite his angry denials that McMillan-Scott had mounted a cam- paign with my enemies to discredit me. Symbolically, the Kamiński affair has also impacted on the group. With McMillan-Scotts expul- sion the ECR now has 54 members, one less than parliaments Greens/ EFA grouping, making it the fifth, rather than joint fourth grouping. Parliaments EPP group has also joined the fray, saying the ousted McMillan-Scott would be welcome to return. Gaining the rebel UK deputy would provide the centre right alliance with representation from every EU member state, a position currently only held by parliaments Socialist group.
