Lower Austrian Model for Integrative Regional Development: Strengthening regions together Few European Regions are as predestined for cross-border cooperation as Lower Austria. A 414 kilometre long border connects the Waldviertel and Weinviertel growing districts with the neighbouring regions in Czech Republic and Slovakia, and Lower Austria also enjoys a physical proximity with Hungary. Reason enough to be actively involved in three cross-border cooperation programmes, which is why cooperation with neighbouring countries is already a tradition. Seeing prospects and opportunities. The accession of Czech Republic, Slovakia and Hungary to the EU and to the Schengen Agreement opened up many new diverse opportunities and prospects for developing the bordering areas in Lower Austria. With this in mind the current promotional programmes for European Territorial Cooperation (ETC) facilitate coordination in regional policy questions or approaches to development. Taking up the challenges. Taking part in the ETC promotional programmes means new challenges for Lower Austria; the regionalisation of the programmes provides direct cooperation between a Federal region such as Lower Austria and centrally dominated neighbouring regions. Furthermore, the logical application of the lead partner principle requires acceptance of mutual dependencies. Moreover, due to the variety of languages obstacles must be overcome time and again. Forming cooperatives jointly. With years of experience in cross-border cooperation the Regional Management of Lower Austria (RM NÖ) as LEAD partner for Regional Cooperation Management three RECOM projects in the ETC programmes with Lower Austrian participation is leading the way jointly with all neighbouring regions in new qualities, cooperation, networking, synergy effects or quality assurance. Defined regional strategies are taking root - project ideas and projects ripe for implementation based on these are being supported. RECOM sees itself as the catalyst for cross-border initiatives and a link between regional development and policy. Project ideas are networked with players on all relevant levels. RM NÖ offers consultancy support in the choice of the best partners and in the best way to finance the projects. www.regionalmanagement- www.recom-czat.eu www.recom-skat.eu www.recom-huat.eu Continuing successful projects. Learning languages. One of Lower Austrias aims is a specific language offensive. Firstly a Language Competence Centre for the NÖ border regions serves as an information link to language courses and learning resources. Secondly, using foreign languages is supposed to become first nature in usual everyday situations through deploying mother tongue teachers in kindergarten and schools. In cooperation with Hungary, business practice is also being taught using professional training in partner companies. Agreeing on developments. The European capitals Vienna and Bratislava are only 60 km apart. The area between these two major cities is predominantly rural which makes it particularly difficult for the Lower Austrian communities involved to position themselves with respect to the two capitals. Through the INTERREG IIIA- Project KOBRA (Cooperation with Bratislava) it has been possible to work out a physical guide for future positioning of the Austrian neighbouring communities of the city of Bratislava on the basis of which cooperation is now growing and could become institutionalised as Bratislava Umland Management. Securing provision of health care. Providing health services in border areas has always ended at the border. This means that the nearest emergency ambulance for the divided town Gmünd/České Velenice on the Czech side is stationed 35 km away and the nearest hospital is 60 km away, while the Regional Hospital Waldviertel-Gmünd is in the direct vicinity and has the appropriate capacity. For Austrian patients the modern dialysis centre in Jundřichův Hradec could be particularly important. Through healthacross, work is being done to compare the health systems of Lower Austria and Czech Republic to harmonise the health care possibilities.
