Among the financial stimuli and quantitative easing, what has happened to Europes commitment to development? We are pleased to have Morgan Tsvangirai writing on development in this issue. The European development days in Stockholm later this week offers the chance to put development back at the fore- front of EU policy. The EU was the biggest aid donor in 2008, larger than the per capita aid levels of the US and Japan, but can we sustain this in the face of the global economic recession? More than half the money spent on helping poor countries comes from EU member states, making it the worlds biggest aid donor. We only have five years left to fulfil the millennium development goals. If we are serious about halving extreme poverty and halving the spread of Aids, we need to adopt a joined up approach, bringing environmental consequences of climate change and land use for food back in the equation. The EU has the chance to honour its commitments to developing nations and make progress during the development days. Investment denied now will have much longer term effects. We must seize the opportunity to honour our responsibility. Food labelling is also back on the agenda as parliament attempts to take into account the interests of consumers and producers. Considerable progress was made at the Parliament Magazines recent food labelling debate, where rapporteur Renate Sommer warned against overloading consumers with information. If the EU is to help tackle the increase in people suffering from heart complications and high cholesterol, MEPs will have to get this balance right. The outcome of parliaments decision could have a lasting impact on the health of European citizens. T Catherine Stihler is the Parliament Magazines MEP editor ON THE COVER Morgan Tsvangirai As key policymakers prepare to meet in Stockholm for the fourth European development days, Morgan Tsvangirai says the path to democracy will be different for every country. Writing in this issue of the Parliament Magazine, Zimbabwes prime minister says it is impossible to walk the exact same path to democracy, the transition to which is influ- enced by a multitude of factors. But, he says, lessons can be learned from those eastern European states that have recently achieved democracy, provided they are interpreted and evaluated in respect to the conditions that exist on the ground. The transition to a true democracy, he writes, is more likely to be successful with the support of the global community, in line with the domestic sensitivities prevalent in the transitioning country. With European development days providing a platform for key decision makers to work together in pursuit of the democratic ideal, Tsvangirai says, Once a country begins the transition towards democracy, change becomes inevitable.
