The enormity of these figures demands a range of policy responses, encompassing population growth, diet, and waste at all stages of the food chain. We also need much more information about future patterns of consumption: how much of which particular commodities will be needed to meet demand in each part of the world? The EFRA committee believes the UK has a moral obligation to contribute to global food security. The UKs climate and geology provide natural advantages in food production. Without attempting self-sufficiency, the UK is well placed to increase production of fruit, vegetables and cereals. The committee doesnt favour targets to increase production. It recognises that Defra cannot command farmers to raise output of specific commodities: any increase in production must be realised sustainably, within the context of reducing carbon emissions, reducing reliance on fossil fuel-derived inputs, and conserving both soil and water. Consumers care increasingly how their food is produced. They will play a vital role in any vision for a sustainable UK food system, and need sufficient information to make responsible choices. Growing interest in local and home production is encouraging, because this provides a vital way to reconnect consumers with the process of producing food. The committees report also highlighted the need to educate children about food. the work of the various government groups currently involved in food policy, provide clear direction and indicate what further work is needed; foster long-term, stable relationships in the food supply chain, setting a policy and regulatory framework that encourages efficiency and competitiveness from producers through to retailers; provide leadership in Europe, to shape emerging EU policy on the security of food supplies. Reform of the Common Agricultural Policy is a chance to ensure that European agriculture can produce as much food as possible, sustainably, and in response to market signals. Lastly, we recognised the growing challenge of food colonialism or land grabbing a phenomenon whereby wealthy investors acquire foreign territory for use to grow food for people in the investor nation. This practice could place serious pressure on the global food system over time, and Defra must take this problem seriously. Food security is a long-term challenge. Defra must provide leadership and guidance to help build capacity in the UKs food and farming industries sufficient to reduce the risk of food shortages. It must also work with the UK food chain to ensure that short- term market fluctuations do not fundamentally damage our long- term ability to increase domestic agricultural production. Committee view Food policy is too important to be left to the UK political cycle, says Michael Jack Defra has neglected food policy in the past plentiful, affordable supply of food is a fundamental part of any countrys overall sense of security. Defra has neglected food policy in the past. Having passed responsibilities to the new Department for Energy and Climate Change, it can refocus attention on food. The EFRA committee is encouraged by Defras renewed interest in this part of its brief. However, there is a great deal still to do and Defra must: produce a vision and strategy that provides a long-term framework for the UK food and farming sectors, stretching well beyond the short-term nature of the political cycle.
