Committee guide Environment, public health and food safety be protected against illness, rather than com- panies, he said. Leinen, who was elected as an MEP in 1999 after a four-year stint as a member of the Committee on the Regions, is seen as something of a veteran in parliamentary circles. Prior to his appointment as ENVI chair in June, the ex-lawyer sat at the helm of parlia- ments constitutional affairs committee. In this capacity, he spoke passionately of the need for Europe to develop into a union of citizens and called for a democratic and social Europe. As for his ambitions as ENVI chair, Leinen hopes to make the EU a model for good health and high environment quality. I think Europe needs leadership in many areas, he said. With 27 member states we need standards that are advanced, progressive and meet the objec- tives of preserving the ecosystems and human health. I think the EU can contribute a lot to the responsibilities and actions of member states and we can help each other through the pooling of resources. food for thought The cultivation of GMO crops is one of the hottest political issues in Europe. According to Leinen, the approach of the ENVI committee reflects public opinion. The Europeans are sceptical against GMOs and that is reflected in our legislation and in our decision making, he said. We have a rather strict policy against GMOs and I think we are more sceptical than the Americans are. Heres what Greenpeace and EuropaBio have to say about their work with the committee: Over the past few years, we have worked closely with the environment committee as it took some important decisions to protect health and nature. One example from recent years was the committees insistence on the labelling of genetically modified (GM) food, despite the hesitation of the commission and council. We now see the devastating effect that GM farming has had in countries where health and environmental concerns were sidelined as a result of aggressive lobbying by the chemicals industry. In South America, where European livestock industries source animal feed, scientists are exposing how GM agriculture, and the pesticides it relies on, can cause serious harm to local communities and their environment. More recently, the committee has also shown that it can play a progressive role in making Europes economy more innovative and efficient. It stood firm on the CO2 emission limits for cars when the big manufacturers were crying wolf and insisting that these targets could not be met. Now, one year on, we already see cars on the market that are below the supposedly unrealistic limits. Jorgo Riss, director of the Greenpeace European unit EuropaBio follows the formal agenda of the ENVI committee very closely. With codecision powers, this committee has considerable potential to shape food safety legislation within the EU decision making process. EuropaBios relationship with the committee is primarily maintained through written submissions on key legislative proposals. The association does not involve itself where a specific product is being discussed this is left to its individual member companies. During the next legislative term, EuropaBio would like to see the ENVI committee use its legislative clout to ensure that regulation of food safety is properly implemented, respecting the scientific opinion of the European Food Safety Authority. This would be a refreshing alternative to the frequent political interference in what was intended to be a science-based decision making system. After all, such a system is the best guarantee of food safety. Willy De Greef, secretary general of EuropaBio Freedom of information ENVI committee member and former rapporteur on the pharmaceutical package Françoise Grossetête recently criticised member states for blocking proposals to improve information for patients. Information currently varies significantly between member states, and the commission says media such as the internet does not allow equal access and increases the risk of unreliable data. Speaking ahead of a Parliament Magazine event on the future of healthcare earlier this month, the French EPP deputy told reporters that information varied between member states and there was a significant risk of unreliable data entering the public arena via the internet. This meant it was vital for member states support the commissions proposal on information to patients, she said. The objective is to harmonise current practices and ensure all EU citizens have equal access to reliable and quality information on existing medicines, she added. It is very disappointing to see my own country, France, as well as other member states blocking this proposal. Clearly, we will have to convince these countries of the benefits of this proposal although, at present, this would appear to be a struggle. 16 November 2009 PARLIAMENT MAGAZINE 79 INSIDE 85 page Committee guide Issue 297 16 November 2009 Guide to the European parliaments committees Committee chairs Codecision explained Upcoming challenges Parliament under Lisbon Committee competencies in association with: The Impact of the Broadband Policy Framework on Jobs and the Economy by Dr. Raul Katz, Director of Business Strategy Research, Columbia Institute for Tele-Information Adjunct Professor, Columbia Business School umerous governments around the world have recently made highly visible announcements rega these lines, widespread agreement exists among policy makers, the private sector and academic researchers that the existing regulation in Europe does not provide the necessary incentives and planning certainty required to rapidly build up a costly new complete-coverage broadband infrastructure.
