7 Predation is going on throughout the state, and road kill probably plays a bigger role than anything outside of hunting in impacting the deer herd. Road kill is tied to traffic volumes and traffic speed rather than deer numbers. Obvious- ly, if there arent any deer, they arent going to get hit, but officials have found road kill to be tied more to higher traffic volumes and faster speeds than to deer numbers, Gustafson said. Hunting is a significant mortality factor on deer, and its the one thing we can actually do something about, Gustafson said. Aside from people, coyotes, bears and bob- cats will prey on deer. Fishers have also been known to take fawns, Gustafson said. While the eastern and northern regions were hit hardest in the two bad winters, the southwest corner of the state came through the two win- ters in decent shape. Populations to the west of the Manchester-Concord corridor were also hit hard. The southeast part of the state, particularly the seacoast, is the one region where there are more deer than officials would like to see. The area is more heavily developed and presents the greatest potential for human-deer conflicts. Giv- en that winter on the seacoast usually isnt that bad in terms of snowfall, deer werent affected as much there, Gustafson said. We dont want to see the deer population build up to a point where we have an overpop- ulation of deer, like there are in some areas of Massachusetts and Connecticut, Gustafson said. We are actively trying to maintain or reduce the populations there. The state will offer more opportunities for hunters to take antler-less deer, above and beyond the normal hunting license allowance. Hunters get one deer tag with their regular hunting license. If hunters purchase an archery license, they get a second deer tag. There are also some special archery permits that allow hunters to take an extra deer. The regular firearms season was slated to close Sunday, Dec. 5, and the archery season was set to close on Wednesday, Dec. 15. The archery season begins Sept. 15, and the regu- lar firearms season begins Nov. 10. Visit www. wildlife.state.nh.us. The money was raised during the Banks 2010 Pacesetter Campaign. $50,000 was donated to the New Hampshire Food Bank by Hannaford in October. Hannaford also delivered more than 21,000 pounds of turkeys and 255 Helping Hands boxes, which contain items for a family meal. $42,000 was awarded in grants by the Merrimack County Savings Bank Foundation to 16 non-profit organizations last month. $22,000 was awarded in a grant last month to the Childrens Museum of New Hampshire by the Roger R. and Theresa S. Thompson Endowment Fund. The money will help the museum develop and expand its literacy program for Head Start Families and its autism partnership program. $20,000 was recently distributed in $1,000 scholarships to 20 students by the Community Colleges of New Hampshire Foundation. $18,000 was raised through T-BONES Great American Eatery and Cactus Jacks Great West Grills annual Thanks for Giving fundraiser. The month-long event in November benefited Easter Seals of New Hampshires Veterans Count program. $13,500 was awarded in $1,500 scholarships from the Community Colleges of New Hampshire Foundation to students pursuing careers of interest to Public Service of New Hampshire or NASA. $10,000 was raised in November during Panera Breads Operation Dough-Nation program to benefit Boys & Girls Clubs of New Hampshire. $7,400 was raised earlier this fall during the New Hampshire Potters Guilds eighth annual Empty Bowls fundraiser to benefit New Horizons for New Hampshire. $7,000 was raised during the third annual Capital Region Food Program Golf Tournament earlier this fall at Concords Beaver Meadow Golf Course. $5,000 was donated this fall to The Way Home by Centrix Bank to help the organizations supportive housing program and capacity-building efforts. Why Judd Gregg took a bold step Senator was first to endorse bipartisan budget advice jmucciaronehippopress. HIPPO politics By Jeff Mucciarone Sen. Judd Gregg can pretty much do what- ever he wants right now. He doesnt need to worry about repercussions at the ballot box. Maybe thats why Gregg could so eagerly endorse the recommendations of a bipartisan commission aiming to offer solutions for chop- ping away at the massive federal budget deficit. Gregg was measured in his support, but he was also the first legislator to offer his endorsement. He said the recommendations werent perfect but immediate action was needed. Its a much less high-risk gesture...since he doesnt have to run for reelection, said political analyst Dean Spiliotes. Its a complicated issue, said Fergus Cul- len, former state GOP chairman. It requires politicians to look beyond short-term politics. Thats hard for people to do. Its a little bit eas- ier for somebody like Sen. Gregg, who is at the end of his time in public office, than it is for say, Kelly Ayotte or a freshman member of Con- gress. Its very easy to demagogue these issues. The recommendations, among other things, include major changes to defense spending as in reducing it along with increasing the social security retirement age and making cut- backs to Medicare. It also calls for tax reform. Raising the social security retirement age can be demagogued as increasing taxes, which it is, Cullen said. Similarly, changing reim- bursement plans for Medicare is cutting benefits for senior citizens, which it is. It has to be some- thing where both sides have to agree not to demagogue the issues and just to have a reason- able conversation about the issues. Gregg came up in the Senate during a dif- ferent era, when the collegiality of reaching across that proverbial aisle was more com- monplace, Spiliotes said. Cullen also acknowledged theres a grow- ing feeling that the two parties arent as willing to work together. Whether its gotten worse is hard to say, but you hear so many people saying it, it strikes me as having a grain of truth, Cul- len said. Gregg has worked on fiscal policy for a long time he knows a lot about it. Gregg said in a statement the recommendations move the ball from figuring out how to raise taxes to figuring out how to lower them. He has a better sense of whats doable, Spiliotes said. Does Greggs sup- port set the tone for New Hampshires other new Republican legislators or is it merely the independent decision of a retiring politician? Representatives-elect Frank Guinta and Charlie Bass have talked about along with every other Republican the need to cut back on federal spending. Senator-elect Kelly Ayotte has long called for an end to earmarks, which was among the commissions recommenda- tions. But what form, if any, the commissions recommendations end up taking could be decid- edly more complicated for politicians. Greggs history with earmarks is sort of at odds with Ayottes stance on the issue. Gregg has obtained substantial monies for the state through earmarks. Ayotte, who maybe shouldnt be described as Greggs hand-picked successor although he appeared to have plenty of input in the process, has repeatedly called for an end to earmarks. Spiliotes said only in recent years have ear- marks become such a polarizing item in political ideology. They used to be seen as something that was mutually beneficial for both parties, Spiliotes said. Regardless of what form the recommen- dations end up taking, it would be tough for politicians like Ayotte to back away from their commitment to ending earmarks, even if it means supporting other measures they dont feel so strongly about. Spiliotes figured politicians will pay Gregg his due deference on whatever he says, but theyll ultimately be toeing the party line whatever that ends up being on the recom- mendations, which include a whole slew of measures that arent palatable to either side. Theres something for everybody to get angry about in this package. Cullen didnt expect Greggs position on the commissions report to impact Ayotte at all. He said she has to establish herself in her own career. Gregg has always been a long-view politician, and Cullen said he thought that his foresight has been good for the state and the country. The headlines will be made depending on how the two parties bring the recom- mendation issues back to the state. From a Democratic perspective, perhaps raising the social security age in New Hampshire, where Gregg showing the way? the population is older, might not seem so promising. Republicans might object to some of the tax reform suggestions. Looking ahead These kinds of commission reports are often the result of all sorts of compromises within the commission thats not easily dupli- cated with sitting members, Spiliotes said. These commissions, which usually have at least some members who arent elected offi- cials, provide enough political cover to get certain issues advanced to the point of discus- sion, Cullen said. Social Security, Medicare and the Depart- ment of Defense are kind of the big three when it comes to the federal budget, and Theyre tough to tinker with, Spiliotes said. The commission is suggesting making major changes to all three; thats a whole lot more than tinkering. Any time a Republican begins to talk about reforming social security, Democrats say Republicans are trying to privatize the pro- gram and to take away peoples benefits, Cullen said. Its hard to have a rational conversa- tion about it, Cullen said, adding he doesnt expect Democrats to change their approach on the subject. The center isnt leading the day right now. In the election a month ago, Democrats were hit badly in New Hampshire and nationally. Most of the remaining Democrats are in rather safe liberal areas, which suggests the Demo- cratic base has gotten smaller and moved to the left. Cullen said the same thing happened to Republicans four years ago. The remaining Republicans following the 2006 election were very conservative members from very conser- vative districts, Cullen said. That could mean the discourse isnt about to become all buddy-buddy in the coming year. Given the political tenor these days, its a little hard to picture intensive discussions and compromise going on locally or national- ly. Still, both sides of the aisle agree measures need to be taken, so while the discourse could get nasty, it wouldnt seem that the report would be just tossed aside. But at least right now, its a little too politi- cally risky for new politicians to be throwing their support or disapproval behind much of anything, analysts say. What do you think?
